BILBAO
is a surname of foundlings, When a Child was found withou surname,
the Provincial Government of Bizkaia take care of it, and the surname gave
to him/her was Bilbao, many of them were adopted but was a simple adoption,
not a complete one, so the adoptive parents didn't gave them their
surnames. In any case is very difficult to find people in Bizkaia without
this surname between them. of Course I have it too.
